The Universal Outside Carrier, like all Harmar mobility equipment carriers, has a name that tells you what it does. The Universal Outside Carrier uses a hand operated ramp to move power wheelchairs or scooters from the ground and carry them on the outside of your vehicle. It is easy to install and can be used on Class II (optional) or III (standard) hitches.
